Our outline applications will be submitted from July 2025 for assessment by Wokingham Borough Council. The Council will notify residents and consultees that the applications have been received and invite comments to be submitted to them. 

The Local Plan was submitted to the Secretary of State for Examination on 28 February. The Local Plan Inspectors have already been appointed, and it is anticipated that the first stage of the Examination Hearings will take place during the summer of this year. If the Inspectors conclude that the Local Plan is ‘Sound’ then it is expected that it will be Adopted at the end of 2026.

Decisions on the outline applications are likely to coincide with the Adoption of the Local Plan, which would allow the applications to be determined by Wokingham Borough Council in line with its newly adopted Local Plan.

Should the outline applications be approved, detailed applications for the first homes and related infrastructure would then be submitted to Wokingham Borough Council. 

Early phasing

Residential parcels will come forward in phases from three areas of the site, namely: 

  • north-eastern area served off Mill Lane
  • southern area served off Mole Road
  • western area served off Arborfield Road. 

Work would also commence on the construction of the spine roads. These would connect the north-eastern area at Mill Lane to the southern areas off Arborfield Road and Mole Road, alongside a connection over the Loddon to Thames Valley Science Park. We estimate this can be delivered over two to three years, starting in 2028/2029. It is anticipated that the access link over the M4 motorway connecting to Lower Earley would then follow soon after.

The first homes would become available during 2027, development of the entire village would take around 20 years.
