Expert Comment: UN Israel arms sales vote
05 April 2024
Professor Rosa Freedman, Professor of Law, Conflict and Global Development at the ºÚ¹Ï³ÔÁÏÍø comments following the UN Human Rights Council’s to halt all arms sales to Israel.
Professor Freedman said: “The UN Human Rights Council is the main human rights body of the United Nations but it is a political body. It does not have enforcement powers. A resolution to halt arms sales to Israel cannot be backed up by any embargoes, no-fly zones or sanctions in the way that UN Security Council resolutions can be. But the vote does send a clear political message. It is yet another sign that the member states of the United Nations feel impotent about UN failures to stop the war..
“The resolution is also a very politicised move. This is the same Human Rights Council that did not hold similar votes to stop sending arms to Saudi Arabia for their nearly decade-long campaign against Yemen. It's the same Human Rights Council that has failed time and again to take meaningful action against Russia for its war in Ukraine.
“It is clear that many of the UN member states agree that the war has to stop. But given the Human Rights Council does not have enforcement powers this move is mostly symbolic, much like what happened last month at the UN General Assembly and elsewhere in the system.”
